In a move that appears to be unprecedented in Illinois politics, new Governor Pritzker signs the redundant Gun Dealer Licensing Bill on January 17th, 2019. Gun Dealer Licensing is an over reach of bureaucracy which redundantly licenses gun dealers and creates numerous hurdles for gun dealers to jump through. The overall effects of the bill are not yet known, but several gun dealers have stated they will not be able to comply with the new law and are being forced out of business.
What makes Illinois Gun Dealer licensing unprecedented in Illinois politics, is because in the 6 years I have been watching the sausages of Illinois laws being made, I have never seen a bill from a previous legislative session carried over to the next session. Senate President Cullerton placed a freeze on gun dealer licensing knowing that former Governor Rauner would veto. Only days before Rauner was to leave office and just one day before the general assembly was to turn over from the 100th to the 101st, Cullerton removed that freeze. Pritzker took office on the 14th and the dealer licensing bill was sent to him on the 16th. Today, January 17th, Pritzker signed Gun Dealer Licensing. One would suspect this law to be challenged on procedure alone.
Gun Dealers are already licensed in Illinois, infact in the entire nation. Gun Dealers are required to keep multiple records of all firearm transactions. If a gun dealer were to go out of business, they are required to turn over all those transactions to the ATF. Gun Dealers are subject to periodic and surprise inspections by the ATF at any time, and if their records aren’t in order, shall lose their federal licenses. However that wasn’t enough for Illinois. Additional requirements needed to be added even though numerous statistics prove criminals don’t buy their guns legally. These added requirements have already forced some small time gun dealers out of business unable to comply with the financial obligations the bill creates.
What remains to be see is how many dealers are forced out of business, and what this government bureaucracy does to drive up the price with the remaining dealers.
Gun Dealer Licensing goes into effect in 180 days.
